The composite of the two Measure 33/21D design drawings for the Brooklyn class light cruiser Nashville dated July 14, 1943. The vertical colors were specified to be light gray (5-L) and ocean gray (5-O) with a pattern of deck blue (20-B) and ocean gray (5-O) on horizontal surfaces.

The Design 21D pattern was derived from an earlier Measure 16 Thayer Blue pattern but used new colors. Design 21D was drawn up in late 1943 and early 1944 for the Fletcher class destroyers in both Measure 31 and Measure 32 colors.
